Merge: + DHCP: Reset DHCP configuration; Refactor

Close #1024

  - clients: fix tests
  * clients: refactor
  + openapi: /dhcp/reset
  + client: handle DHCP reset
  + POST /control/dhcp/reset: Reset DHCP configuration
  * dhcp: move HTTP handlers to dhcpd/
  * dhcp,clients: DHCP server module is passed to Clients module during initialization.
