Merge: dnsfilter: use urlfilter package #714

  * dnsforward: use new dnsfilter interface
  * dnsfilter: adapt tests to new interface
  * dnsfilter: use urlfilter package
  * dnsfilter: remove code for filtering rules

  * dnsforward: use separate ServerConfig object
