Feat: Instrallation of PCUAE close to completion

-Version check is made at startup of the manager
-Renamed PCU Game Manager to PCUAE Manager. Changed texts in UI, The generated exe file and in build files.

fix: Import from a gamebase db handles files in different formats better
...
-gz files are not zipped again
-prg files are not zipped at all since VICE does not handle it
-rar files are handled in the same way as zip files (picking the first entry).
