Fix most rubocop issues (#2165)

* Run rubocop --autocorrect on app/, config/ and lib/, also manually fix some remaining style issues

* Run rubocop --autocorrect-all on db/

* Run rubocop --autocorrect-all on `spec/` and fix remaining issues
