Will Norris	71029cea2d	all: update copyright and license headers This updates all source files to use a new standard header for copyright and license declaration. Notably, copyright no longer includes a date, and we now use the standard SPDX-License-Identifier header. Andrew Dunham	a0ef51f570	cmd/{tailscale,tailscaled}: embed manifest into Windows binaries This uses a go:generate statement to create a bunch of .syso files that contain a Windows resource file. We check these in since they're less than 1KiB each, and are only included on Windows.
