Josh Bleecher Snyder 0c038b477f logtail: add a re-usable buffer for uploads 
This avoids a per-upload alloc (which in practice
often means per-log-line), up to 4k.

Tailscale Logs Service

This github repository contains libraries, documentation, and examples for working with the public API of the tailscale logs service.
